MOE Granting Independent Institute & VET Provider with Degree Status
December this year MOE announced its willingness to grant 9 institutions seeking to convert from their current status to Degree Provider, including 3 independents institutes and 6 VET providers. The independent institutes are hybrids of local government, corporates and universities; to date, they can only issue degrees through their “parent universities” or another articulation path. All of the three independent institutes are recruiting “gaokao” students. Once these institutions are officially approved, they will be given full academic autonomy.
The three independent institutes are City Institute, Ningbo S&T Institute under Zhejiang University and the Finance Institute under Xijiang Finance and Economic University. The two institutes in Zhejiang are displaying “public” statuses with shareholders including public universities, the provincial government, and telecom companies; while the one in Xinjiang had an unconfirmed acquisition by Hong Kong listed mainland group New HE Group for 56% of shares. The six VET providers all display “private” statuses, located in Zhejiang, Jiangsu, Shanghai, Shandong, Liaoning and Xinjiang. There are another 15 VET providers who are also on their way to receive the Bachelor Provider status.
