China to Implement “111 Plan”

The Chinese Ministry of Education (MoE), together with the State Administration of Foreign Expert Affairs has announced a plan to establish innovation centers, and gather groups of first-class minds from around the world. The plan aims to team up about 1,000 foreign talents from the top 100 universities and research institutes worldwide, with domestic research infrastructure to support. The MoE has announced the creation of 100 innovation centers for the plan. The only universities eligible are those which were part of “985 Project” and “211 Project”. The subjects to be covered include basic sciences, technology, and project management.
