International Universities’ Recruitment Not Affected by China’s New NGO Law

China’s NGO Management Office has announced that overseas universities coming to China to recruit students will not need to comply with the new NGO law that comes into effect on January 1, 2017. Overseas universities will be allowed to recruit students on the mainland through overseas study agencies which must hold a licence from the Ministry of Education (MoE). The universities will not be required to comply with the new law because such recruiting activities are subject to MoE regulations, instead of laws relating to NGOs. It has also been stated that foreign schools, hospitals, natural science and engineering research organisations and academic organisations will not be subject to the law when they are conducting exchanges with their Chinese counterparts.
